Can skype for iphone remain logged in when I check an email or answer a cell call?

The skype app doesn't use the push service, so it has to be opened to be logged in. Currently, remaining logged in is only possible by using the push service. With OS 4, there will eventually be a possibility to use services in the background. Maybe it will be possible then.
